The State is being urged to ensure every child under the age of six receives vital developmental health checks.
An investigation by the Ombudsman for Children has raised concerns that children living in emergency accommodation and the international protection system are particularly at risk of missing assessments.
The report also found a lack of reliable data means the full scale of the problem remains unknown.
