The National Youth Council of Ireland says there is an argument for special measures to be introduced in counties such as Donegal with higher levels of youth unemployment.
Latest figures show that there are 2,137 young jobseekers in the county.
The Youth Council is calling on the government to allocate 30 million euro in the upcoming budget to address the issue on a nationwide basis.
