A number of homes in Clonmany were said to be seconds from being flooded after torrential rain on Friday afternoon.
The river running nearby burst its banks as it was unable to cope with the heavy rainfall.
Efforts were made locally in a bid to stop the water from going into some of the houses.
The area in question was one which was severely hit by the devastating floods of August 2017.
Cllr Martin McDermott says all relevant bodies are continuously refusing to take responsibility for clearing debris from local rivers.
