Cllr Ali Farren is calling on Donegal County Council to develop smaller housing projects alongside larger estates.
The 100% Redress councillor raised the issue at a meeting of the Inishowen Municipal District.
He says smaller developments could benefit local schools, shops and amenities, while also helping to keep rural villages in Donegal alive.
At present, the council cannot develop housing projects of fewer than five homes.
