People are being advised to expect delays and rescheduled appointments as more than 190 thousand SIPTU, Fórsa and INMO members engage in industrial action from today.
Non-essential duties in hospitals, schools, local authorities and state agencies will not be completed as a work-to-rule action takes place.
Letterkenny University Hospital and Donegal County Council are among the affected workplaces.
The action aimed at getting the government to agree to a new public-sector pay deal, after the last one expired in June.
