Leaders from the other 27 EU countries have agreed to begin talks among themselves ahead of the second phase of Brexit negotiations.
But they insist there’s still not enough progress to officially enter the next stage.
The European Commission president says he’s still working on the assumption a final Brexit agreement will be reached.
