HSE decision to defer staff expenses a breach of contract

A senior union official in the North West is urging the HSE to reverse a decision to withhold the payment of staff expenses until next month.
Staff have been told that money owed to them will not be paid until January at the earliest.
HSE Management blames a budget overrun, but unions say it constitutes a breach of contract.
