The Green Party leader has denied any pressure was put on him to sanction rebel TDs.
Eamon Ryan says he spoke with his coalition colleagues before Neasa Hourigan and Patrick Costello voted against the government last night.
Both have been suspended from the Green Parliamentary Party for six months as a result.
