A Donegal County Councillor has claimed the local authority is on the verge of collapse.
It follows media reports of an alledged incident between two councillors during a recent workshop meeting.
It is understood the incident has been brought to the attention of the County Manager and the Mayor who have been asked to fully investigate it.
But Councillor Ciaran Brogan says in light of various incidents in recent years, a code of conduct for councillors should established and enforced:
