Downings has been described as a victim of its own success, with pressure growing over the use of the beach as a car park.
Cllr Declan Meehan has called on Donegal County Council to urgently advertise an expression of interest for landowners to address the issue.
He says the beach is currently being used for parking, which he believes is unacceptable.
Cllr Meehan says the problem becomes particularly pressing around bank holiday weekends, as was seen in July.
