Neale Richmond has been appointed as a junior minister in the Department of Enterprise.
The Dublin Rathdown TD replaces his Fine Gael colleague Damien English, who resigned earlier this week amid controversy over his housing affairs.
English failed to declare he already owned a property when applying for planning permission for a family home in 2008.
