The Environmental Protection Agency has called for urgent measures to reduce the level of packaging waste in Ireland.
Householders generated 1.2m tonnes in 2021, but overall recycling rates have fallen since then.
During 2020 Irish people recycled 62% of eligible materials, but that fell to 58% a year later.
The European Union has set a target of 65% by 2025.
