Gardaí in Letterkenny detected a driver travelling at 131km/h.
When Gardaí stopped the vehicle, it emerged that it was not taxed and the driver then tested positive for cannabis.
They were then arrested.
A fixed charge penalty notices will be issued and a court appearance may follow.
Gardaí are urging the public to never drive while under the influence of alcohol or drugs, and to slow down.
