There are calls for new legislation to tackle littering while the Government is also being urged to develop a long term plan for dealing with waste management.
It comes as figures show that just 41% of litter fines issued in Donegal in 2017 were actually paid.
There are also claims that current legislation could mean that big waste companies can charge whatever they wish in collection fees.
