Urgent workshops are being called to consider all possible ways of tackling traffic congestion in Letterkenny.
Cllr Michael McBride says a dedicated discussion could identify quick fixes that could be put in place to improve traffic flow.
He says the positioning of some pedestrian crossings is also pushing traffic onto roundabouts and adding to congestion.
However, Cllr McBride says there is a wider issue around how road infrastructure is funded.
He says Ireland is lagging behind other European countries and is calling on the Government to reverse its current policy to give Donegal County Council greater control over funding for local road issues:
