Work is to begin on the construction of a telecoms mast in the Ramelton area, at a site near Drummonaghan Woods.
The contentious plan was approved by Donegal County Council in 2019 and ratified by An Bord Pleanala last year.
Local Cllr Ian McGarvey has sought to have the permission overturned at recent council meetings, but has been told by officials that there is no way of legally doing so.
Cellnex, which is constructing the mast, says the works are expected to be complete by the end of the year, with the facility available to host services from Three and Vodafone.
