
HIQA has published reports following inspections at six centres for people with disabilities in Donegal.
One non-compliance in the area of Independent Assessment and Personal Planning was recorded at Saimer View, while one non-compliance in the area of Risk Management was noted at Riverview Lodge. In both cases, responses from management are attached outlining how the issues are addressed.
No non-compliances were recorded at Ard Chlochar, Cnoc na Coille, Railway View and Cloghan.

HIQA Inspection – Cnoc na Coille – OSV-0008565

Cnoc na Coille is a designated centre managed by the Health Service Executive (HSE) and is a purpose-built bungalow that provides residential support for five adults with disabilities. Residents have their own bedrooms with en-suite bathroom and have access to communal areas which include a sitting room, kitchen dining room, laundry room, and additional bathroom facilities. The centre is located within a residential area of a rural town and is close to local amenities such as shops and cafes. Residents have access to an adapted vehicle at the centre which further enables them to access amenities such as leisure facilities in the surrounding area. Residents are supported by a team of nurses and health care assistants on a 24-hour basis.
The inspection was an unannounced inspection undertaken by the Health Information and Quality Authority (HIQA) on the 14 April 2026.
The inspector found that Cnoc na Coille was a busy house where residents had a range of support needs and where they led active lives at home and in the local community. Residents’ needs were assessed and sufficient staff and good support plans were used to meet with these needs.
During the inspection fifteen regulations were inspected, one regulation was found to be substantially compliant and fourteen regulations were found to be fully compliant.
The HSE has taken the following action to ensure that all areas of the service achieve full compliance with the regulations:
The fire alarm system will be reconfigured so that activation in one house results in a full alarm in that house, with an alert (audible and visual) in the adjoining two houses.
HSE Disability Services in the Donegal Integrated Healthcare Area will continue to work to ensure that robust governance, quality, and safety arrangements are in place within Cnoc na Coille to ensure high quality supports and services are experienced by all residents.
