Donegal is one of three areas identified as water protest hotspots by a high level government group.
The group, which has been meeting on a weekly basis for the past 10 months, is made up of civil servants, Irish Water officials and special advisors.
The Sunday Business Post has received minutes of meetings under the Freedom of Information Act whichc list discussions over the summer at which it was stated that while over 700,000 meters had been installed nationwide, Donegal, Dublin and Waterford remain protest hotspots.
Irish Water says it is still confident of achieving over a million meter installations by the end of next year.
