Plans to overhaul the accountability of An Garda Siochana are to be discussed by Cabinet this morning.
The bill would create a single Garda Ombudsman and make GSOC more independent.
The sweeping changes form part of the last memo Helen McEntee will bring to cabinet as Justice Minister before she takes maternity leave.
