Donegal County Council is calling for the return of town councils, with all prospective partners in the next government being asked to commit to a restoration programme within the lifetime of the next Dail.
The motion was moved by Cllr Fionán Bradley, who suggested town councils be created in towns with a population of over 5,000.
Cllrs Jimmy Brogan and Michael Cholm McGiolla Easbuig said that threshold would exclude many towns in South and West Donegal.
Cllr Bradley says if councils are restored to larger towns and given their own budgets, that will free up more resources for other areas:
