A former Editor of the Derry Journal has questioned why there has been no accountability for State overspending.
Earlier this week it was revealed that approximately €7 million was spent by the Arts Council an IT system that ultimately failed and was never used.
Pat McArt says in his experience in the business world, all expenses had to be justified.
