The ICMSA says changes to the Heritage Bill are proportionate and necessary for driver safety on rural roads in counties like Donegal.
The body believes the bill which is at report and final stage in the Dail, represents a fair balance between environmental considerations and the safe use of rural roads in permitting managed hedge cutting
